Todd Sullivan

Chief Risk Officer for Financial Services Sector at Analysis and Resilience Center for Systemic Risk

D. Todd Sullivan serves as Chief Risk Officer for Financial Services of the Analysis and Resilience Center for Systemic Risk (ARC). In this role, Todd leads a coalition of systemically important Financial Services entities in the identification, analysis, and mitigation of systemic risk to improve the resiliency of the US financial system.
Todd brings over 20 years of experience in leading global teams in Operations and Risk Management for major financial services organizations across multiple asset classes.

Prior to joining the ARC, Todd served as the Head of Business Unit Risk Management for the Fixed Income Sales and Trading business in the Americas for Morgan Stanley. He led a team responsible for First Line of Defense controls and supervision, Trade and Conduct Surveillance, Operational Risk Management, Audit, and Regulatory Engagement, new product and business review and approval, and Electronic Trading Risk Management. He served on the Conduct Risk Committee for Fixed Income, the Firm’s Americas Franchise Risk Committee, Operational Risk Oversight Committee, Enterprise Risk Oversight Committee, and co-chaired the Residential Mortgage Risk Committee. Prior to his role in the Fixed Income Business, Todd was the global head of Securities Operations across the Institutional Securities Group. His teams were responsible for all operational support of the cash Equity, Fixed Income, Client and Firm Financing, and Syndication businesses.

Todd joined Morgan Stanley in 2004 after almost 10 years in Operations at Lehman Brothers. Throughout his career, he has served in numerous leadership roles across the industry, serving as the firm’s lead representative on issues such as the redesign of the CDS contract, Central Counterparty Clearing, derivative portfolio compression, and serving as the chair of numerous industry efforts through SIFMA/BMA, ISDA, and the CUSIP Service Bureau. Todd Chaired the Corporate Credit Markets Operations group at the BMA, served on numerous SIFMA working groups and committees, chaired the Credit Implementation Group at ISDA, and has served on the CSB board for more than 10 years (most recently as its Chair).

Kelly Rozumalski

Senior VP, Booz Allen Hamilton; Exclusive Knowledge Partner

Kelly Rozumalski is a senior vice president leading Booz Allen’s national cyber defense business. She develops solutions that address some of the nation’s top cybersecurity challenges, including protecting critical infrastructure, safeguarding connected devices (e.g., medical devices), securing the supply chain, and defending the federal enterprise against cyber threats.

Kelly has over a decade of experience driving differentiated solutions to help clients identify and understand cyber risks, automate compliance for real-time insights into security weaknesses, and mitigate vulnerabilities to reduce cyber threats. She supports the core missions of our national clients, including the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Bureau of Investigation (FBI).

Kelly is also passionate about advancing the healthcare industry’s cybersecurity capabilities. She takes a holistic approach to bringing medical device manufacturers, regulators, hospital systems, medical providers, and patients together to secure the healthcare ecosystem. With the rise of connected medical devices and the acceleration of digital health transformation, Kelly and her team collaborate with federal and commercial clients to drive next-generation service offerings that combat vulnerable channels to biological data. Supporting the development of an increasingly connected, resilient healthcare system, she takes a patient-focused approach to risk, remediation, and secure product development frameworks.

RADM Mark Montgomery (Ret.)

Former Executive Director, U.S. Cyberspace Solarium Commission

Mark Montgomery formerly served as the Executive Director of the Cyberspace Solarium Commission. Before this position, he served as Policy Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain. In this position he coordinated policy efforts on national defense strategy, capabilities and requirements, defense policy and cyber issues. Mark served for 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5), at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2000. Mark graduated from the University of Pennsylvania with bachelor’s and master’s degrees in history. He subsequently earned a master’s degree in history from Oxford University, and completed the U.S. Navy’s nuclear power training program.

Robert Hannigan

Chairman, BlueVoyant International / Former Director, GCHQ / CIG Principal

Robert Hannigan serves as Chairman of BlueVoyant. He previously served as Director of GCHQ, the UK’s largest intelligence agency (and NSA equivalent) from 2014-17. Hannigan established the UK’s National Cyber Security Centre in 2016 and was responsible for the UK’s active cyber defence and offensive cyber programs. He spent twenty years in national security roles, including serving as the Prime Minister’s Security Adviser from 2007-2010. Hannigan is a long-standing member of the UK’s Joint Intelligence Committee.

Kelly Bissell

CVP, Microsoft

Kelly Bissell joined Microsoft as CVP in 2022.

Prior to this, Bissell led Accenture’s Global Security business and oversaw security services including strategic consulting, cyber defense, digital identity, response and remediation services, and managed security services. With more than 25 years of security industry experience, Bissell specializes in breach incident response, identity management, privacy and data protection, secure software development, and cyber risk management. His role at Accenture spanned strategic consulting, proactive risk management and digital identity to cyber defense, response and remediation services, and managed security services—across all industries.

Gen. Keith Alexander (Ret.)

Former Director of NSA / Co-CEO of IronNet

General (Ret.) Keith Alexander is the CEO and President of IronNet Cybersecurity. He served as the director of the National Security Agency and Chief of the Central Security Service from 2005-2014. He was also the first Commander of the U.S. Cyber Command. Prior to those roles, General Alexander served as the Deputy Chief of Staff, Intelligence, Department of the Army and Commanding General of the U.S. Army Intelligence and Security Command.

The Hon. Susan Gordon

Former Principal Deputy Director of National Intelligence

The Honorable Susan M. Gordon is former Principal Deputy Director of National Intelligence (PDDNI). Prior to ODNI, Gordon served in multiple leadership roles in the IC including as Deputy Director of the National Geospatial-Intelligence Agency (NGA) and 27 years at the Central Intelligence Agency (CIA), where she held senior executive positions in four of the Agency’s directorates. In 1998, she designed and drove the formation of In-Q-Tel, a private, non-profit company created to deliver innovative technology solutions for the agency and the IC.

Steve Pugh

CISO at ICE, New York Stock Exchange

Steve Pugh has served as Chief Information Security Officer (CISO) of Intercontinental Exchange, Inc. (NYSE: ICE) since September 2021. He leads the cybersecurity program for all of ICE, including the New York Stock Exchange, securing critical economic infrastructure across multiple subsidiaries, geographies and regulatory jurisdictions. Further, Pugh is responsible for cybersecurity across regulated futures and options exchanges, central counterparty clearing houses (CCPs), trade repositories, equities venues and systemically important financial market utilities (SIFMUs).

Prior to joining ICE, Pugh served as the former Chief Information Security Officer of the White House Military Office and has more than 25 years of experience in cybersecurity, national security, and intelligence. Most recently, he was the Chief Security Officer for Twilio.

Pugh has served under three U.S. Presidents as a military communications aide. He spent 18 years in the U.S. Air Force as a cyber warfare officer and deployed in support of Operation Iraqi Freedom. Pugh holds a Bachelor of Computer Science from Valdosta State University and a Master of Management from the University of Phoenix. He serves as a board member for the non-profit Savvy Cyber Kids which focuses on cyber safety for preschool through high school students.

Jim Guinn

Senior Managing Director, Accenture

Jim leads Accenture’s Global Cybersecurity business for the energy, utilities, chemicals and mining industries. With more than 25 years of deep industry experience and business acumen, he plays a strategic role in setting the direction and overseeing the delivery of operational and enterprise security solutions for Accenture’s Resources business.

Cybersecurity is at the core of Jim’s experience—he specializes in securing assets from industrial control systems to enterprise applications, including the implementation of these systems for large-scale energy and utility organizations. Jim has a proven track record of assisting companies with their business strategies through execution across the entire hydrocarbon and mineral value chain.

Before Accenture, Jim held leadership roles with diverse organizations. His experience includes leading PwC's Security, Privacy & Risk practice for Energy across the US. He was also the managing principal of CPSG/Partners Consulting, driving the business and leading the technical architecture and emerging technology group. Jim started his career in 1990 with a global oilfield services and geophysical data acquisition company, where he acquired a wide range of field experience in systems engineering while working offshore.

John Eubank

Chief Revenue Officer, BlueVoyant Government Solutions

John Eubank is the Chief Revenue Officer at BlueVoyant Government Solutions, an independent subsidiary of BlueVoyant, Inc. focused on data-driven supply chain risk management for governments. Prior to BlueVoyant, John has more than a decade of experience in big data analytics, cyber operations, and cloud technology. His notable projects include supporting the deployment of the U.S. Department of Defense’s Big Data Platform (BDP) as well as the Joint Cyber Weapons (JCW) program. John’s career in government technology includes multiple successful exits, most recently with the acquisition of Alion Science and Technology to Huntington Ingalls Industries.

Roderick Jones

Executive Chairman, Concentric

Roderick Jones began his career with Scotland Yard’s Special Branch focused on international terrorism and the close protection of a prominent British cabinet member. Following his move to San Francisco, Roderick founded the private security company Concentric Advisors, and served as CEO for seven years growing it to become one of the largest and most influential privately held security firms on the west coast of the United States. His work during this period included the design and delivery of security for a number of high-growth Silicon Valley companies. In 2016, Roderick also co-founded and became the initial CEO of Rubica, Inc., a cybersecurity company providing advanced protection to individuals through the provision of localized network security.

Roderick has consulted widely on next-generation security projects with the United States military and intelligence community, notably the impact of online gaming and virtual worlds as well as the threat of computer hacking to financial markets. He has been asked to brief at the White House, Downing Street and the Pentagon on a variety of national security topics during his career, and is a frequent guest speaker at national and international conferences. Roderick has a Masters degree in History from the University of Cambridge, and spends his spare time helping to run a community soccer team in San Francisco.

Geoff Brown

VP of Global Intelligence Platforms, Recorded Future / Former CISO, NYC

Geoff Brown is the Vice President of Global Intelligence Platforms at Recorded Future. He is charged with driving forward a unified impact from the company’s premiere cyber threat intelligence platform for global governments and corporations, and with gathering together an intelligence council of practitioner advisors collectively interested in a safer digital world.

 Prior to Recorded Future, Geoff Brown was Chief Information Security Officer for the City of New York between 2016 and 2022, a position focused on cybersecurity and aggregate information risk across all 100+ NYC departments and agencies. In July 2017, Mayor de Blasio established New York City Cyber Command, an agency led by Geoff, reporting to City Hall, and charged with consolidating and leading the City’s enterprise cybersecurity strategy, inclusive of building NYC Cyber Command itself, and through this new agency setting Citywide cybersecurity policies; directing response to cyber incidents; rationalizing the City’s cybersecurity spend and cyber defense technology footprint, and advising City Hall, agencies and departments on the City's overall cyber defense.

Debora Plunkett

Former Director of Information Assurance, NSA

Debora Plunkett is a cybersecurity leader with over 30 years of experience. A former Director of Information Assurance at the National Security Agency, she is currently Principal of Plunkett Associates LLC, a consulting business. She is a Senior Fellow at Harvard and a Professor at the University of Maryland University College. Plunkett is a Director on JCPenney’s Corporate Board, a member of the Strategic Advisory Board of Raytheon Integrated Defense Systems and the Advisory Board of the International Consortium for Minority Cybersecurity Professionals. She was on the National Security Council at the White House in two administrations.

Frank Cilluffo

Director of McCrary Institute for Cyber & Critical Infrastructure Security, Auburn University

Frank J. Cilluffo serves as Director of Auburn University’s McCrary Institute for Cyber & Critical Infrastructure Security. He has decades of national and homeland security experience derived from working inside and outside government including serving as a Special Assistant for Homeland Security to President Bush in the White House, immediately following the 9/11 attacks on the US. He recently served as a commissioner on the Cyberspace Solarium Commission and chaired a handful of committees for the Homeland Security Advisory Council on economic security, cybersecurity and counterterrorism. He has testified before Congress dozens of times and has published extensively in major media.

Steve Hill

CISO, Credit Suisse

Steve Hill is Chief Information Security Officer (Head of Strategy) at Credit Suisse. He was previously CISO for the Investment Bank and Americas; global head of Operational Resilience; and head of Technology, Cyber and Third Party Risk. Before joining Credit Suisse in 2017, Hill spent over thirty years in the UK Government, including a variety of national security roles at the Foreign and Commonwealth Office and as deputy director, with responsibility for aspects of UK Government cyber security policy, at the National Security Secretariat of the Cabinet Office. Steve is a visiting senior research fellow at the War Studies Department of Kings College, London.

Jeanette Manfra

Director of Risk & Compliance at Google Cloud; Former A/S for Cybersecurity and Communications, DHS

Jeanette Manfra is Director of Risk & Compliance at Google Cloud and is the former Assistant Secretary for Cybersecurity and Communications at the Department of Homeland Security. She previously served as Counselor to the Secretary and served as Director for Critical Infrastructure Cybersecurity as part of the National Security Council staff from 2014-2015. Prior to that she served as Deputy Director of both Enterprise Performance Management and the Office of Emergency Communications at the Department of Homeland Security.

Kiersten Todt

Chief of Staff, CISA

Kiersten E. Todt is responsible for the planning, allocation of resources, and development of long-range objectives in support of the department's goals and milestones; she provides strategic vision, guidance, and direction to ensure CISA's Director is prepared to interdict or respond to threats to the homeland.
Prior to her role at CISA, Kiersten served as the Managing Director of the Cyber Readiness Institute (CRI), a non-profit initiative that convenes senior executives of global companies to develop free cybersecurity tools and resources for small businesses, worldwide. She co-founded CRI in 2017 with the CEOs of Mastercard, Microsoft, PSP Partners, and the retired CEO of IBM. She was also the non-resident scholar at the University of Pittsburgh Institute for Cyber Law, Policy, and Security.
