RADM Mark Montgomery (Ret.)

Former Executive Director, U.S. Cyberspace Solarium Commission

Mark Montgomery formerly served as the Executive Director of the Cyberspace Solarium Commission. Before this position, he served as Policy Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain. In this position he coordinated policy efforts on national defense strategy, capabilities and requirements, defense policy and cyber issues. Mark served for 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5), at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2000. Mark graduated from the University of Pennsylvania with bachelor’s and master’s degrees in history. He subsequently earned a master’s degree in history from Oxford University, and completed the U.S. Navy’s nuclear power training program.

Gen. Keith Alexander (Ret.)

Former Director of NSA / Co-CEO of IronNet

General (Ret.) Keith Alexander is the CEO and President of IronNet Cybersecurity. He served as the director of the National Security Agency and Chief of the Central Security Service from 2005-2014. He was also the first Commander of the U.S. Cyber Command. Prior to those roles, General Alexander served as the Deputy Chief of Staff, Intelligence, Department of the Army and Commanding General of the U.S. Army Intelligence and Security Command.

The Hon. Susan Gordon

Former Principal Deputy Director of National Intelligence

The Honorable Susan M. Gordon is former Principal Deputy Director of National Intelligence (PDDNI). Prior to ODNI, Gordon served in multiple leadership roles in the IC including as Deputy Director of the National Geospatial-Intelligence Agency (NGA) and 27 years at the Central Intelligence Agency (CIA), where she held senior executive positions in four of the Agency’s directorates. In 1998, she designed and drove the formation of In-Q-Tel, a private, non-profit company created to deliver innovative technology solutions for the agency and the IC.

Jeanette Manfra

Director of Risk & Compliance at Google Cloud; Former A/S for Cybersecurity and Communications, DHS

Jeanette Manfra is Director of Risk & Compliance at Google Cloud and is the former Assistant Secretary for Cybersecurity and Communications at the Department of Homeland Security. She previously served as Counselor to the Secretary and served as Director for Critical Infrastructure Cybersecurity as part of the National Security Council staff from 2014-2015. Prior to that she served as Deputy Director of both Enterprise Performance Management and the Office of Emergency Communications at the Department of Homeland Security.

Col. Candice Frost

Commander of the Joint Intelligence Operations Center at Cyber Command.

Col Frost is responsible for providing and producing the intelligence required to support the Cyber Commander and staff, subordinate component commands, joint task forces, and the national intelligence community. As the commander she focuses on delivery of accurate, timely, and complete intelligence to U.S. Cyber Command. Her team provides intelligence for planning, execution, and assessment of its missions to direct, operate, and secure Department of Defense networks, systems, and data; deter or defeat strategic threats to U.S. interests and infrastructure; and support achievement of Joint Force Commander objectives.

Frank J. Cilluffo

Director, McCrary Institute for Cyber and Critical Infrastructure Security, Auburn University.

Cilluffo was a member of the Cyberspace Solarium Commission and the Department of Homeland Security’s Advisory Council, and he’s routinely called upon to advise senior officials in the executive branch, U.S. Armed Services, and state and local governments on an array of matters related to national and homeland security strategy and policy. In addition to briefing Congressional committees and their staffs, he has publicly testified before Congress on numerous occasions, serving as a subject matter expert on policies related to cyber threats, counterterrorism, security and deterrence, weapons proliferation, organized crime, intelligence and threat assessments, emergency management, and border and transportation security. Similarly, he works with U.S. allies and organizations such as NATO and Europol. He has presented at a number of bi-lateral and multi-lateral summits on cybersecurity and countering terrorism, including the U.N. Security Council.

Steve Hill

Deputy Group CISO, Credit Suisse

Steve is the Deputy Group CISO at Credit Suisse. He also heads the Threat Integration Centre and Insider Threat program. He was previously global head of Operational Resilience and, before that, global head of Technology, Cyber and Third Party Non Financial Risk Management. Before retiring from government in 2017 (as Deputy Director in the Cyber and Government Security Directorate of the National Security Secretariat in the Cabinet Office), Steve worked extensively at senior UK government levels delivering strategic impact against complex political and security challenges, Steve is a visiting senior research fellow at King’s College, London. He graduated from Jesus College, Cambridge

Christopher Krebs

Partner at Krebs Stamos Group LLC and Former Director CISA

Chris Krebs is a Founding Partner of the Krebs Stamos Group. He previously served as the first director of the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA) where he oversaw the Agency’s efforts to manage risk to the nation’s businesses and government agencies. Before serving as CISA Director, Mr. Krebs was appointed as the Assistant Secretary for Infrastructure Protection. He joined DHS in March 2017, first serving as Senior Counselor to the Secretary and previously led Microsoft’s U.S. cybersecurity policy efforts.

Rick Ledgett

Former Deputy Director, National Security Agency

Rick Ledgett served as the Deputy Director of the National Security Agency from January 2014 until his retirement in April 2017, culminating a nearly 40 year career in cryptology at NSA and in the U.S. Army. He previously led the Media Leaks Task Force, the Agency’s response to the Snowden leaks. He was the first National Intelligence Manager for Cyber at the Office of the Director of National Intelligence, and he directed NSA’s 24/7 cyber threat operations center. Ledgett currently serves on the board of M&T Bank, is a senior visiting fellow at MITRE, a member of the National Infrastructure Advisory Council, and a Board Trustee at IDA.

Kelly Rozumalski

Senior VP, Booz Allen Hamilton; Exclusive Knowledge Partner

Kelly Rozumalski is a senior vice president leading Booz Allen’s national cyber defense business. She develops solutions that address some of the nation’s top cybersecurity challenges, including protecting critical infrastructure, safeguarding connected devices (e.g., medical devices), securing the supply chain, and defending the federal enterprise against cyber threats.

Kelly has over a decade of experience driving differentiated solutions to help clients identify and understand cyber risks, automate compliance for real-time insights into security weaknesses, and mitigate vulnerabilities to reduce cyber threats. She supports the core missions of our national clients, including the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Bureau of Investigation (FBI).

Kelly is also passionate about advancing the healthcare industry’s cybersecurity capabilities. She takes a holistic approach to bringing medical device manufacturers, regulators, hospital systems, medical providers, and patients together to secure the healthcare ecosystem. With the rise of connected medical devices and the acceleration of digital health transformation, Kelly and her team collaborate with federal and commercial clients to drive next-generation service offerings that combat vulnerable channels to biological data. Supporting the development of an increasingly connected, resilient healthcare system, she takes a patient-focused approach to risk, remediation, and secure product development frameworks.

Dr. PJ Maykish

Senior Advisor, Special Competitive Studies Project

Dr. PJ Maykish serves the Special Competitive Studies Project as a Senior Advisor. Prior to the SCSP, PJ was the Director for Technology Competition at the National Security Council. He directed classified research for the National Security Commission on Artificial Intelligence from 2019-2021. PJ worked on “Third Offset” technology issues in the Strategy Office for the Secretary of Defense (OSD-P/SFD) from 2015-2017 and has 24 years of experience in military operations including Commander of U.S. Central Command’s Combined Air Operations Center (CAOC) from 2017-2019.

Valerie Abend

Global Cyber Strategy Lead, Accenture

As Accenture's Global Cyber Strategy Lead, Valerie advises C-suite executives on how to manage cyber risk and build resilient business strategies. With more than 25 years of security experience in both the public and private sectors, Valerie has played critical roles spearheading enterprise and sector-wide security and resilience strategies, public-private partnerships, and cybersecurity regulatory oversight strategies.

A recognized authority on cybersecurity, Valerie has testified in front of Congress and is frequently quoted in media on cybersecurity issues. She currently serves as a member of the Monetary Authority of Singapore's Cybersecurity Advisory Panel, an advisor to the Board for the Financial Services Information Sharing and Analysis Center (FS-ISAC), an advisor to Carnegie Endowment for International Peace’s FinCyber Project, and a member of the Executive Women's Forum. As a passionate advocate for inclusion and diversity, Valerie conceptualized and serves as the Chair of the Accenture Cybersecurity Forum Women’s Council, helping women rise to the top in the cybersecurity field. She also held prior positions on the White House's Identity Theft Task Force, the Financial Services Sector Coordinating Council, the US Chamber of Commerce Homeland Security Committee, and on the Board of Directors for the Internet Security Alliance.

Prior to Accenture, Abend served as the Senior Critical Infrastructure Officer for the US Department of the Treasury's Office of the Comptroller of the Currency. In this role, she conceptualized and led the US Federal banking agencies' cybersecurity and resilience regulatory strategy and policies, including the agencies' interaction with law enforcement and the intelligence community. Valeriewas a Managing Director at Bank of New York Mellon and has served at the Federal Reserve Board and as Deputy Assistant Secretary for Critical Infrastructure Protection at the Treasury Department. Earlier in her career, Valerie was an Associate Director at KPMG and a writer for two congressional commissions studying internet policy issues.

Glenn Gerstell

Former General Counsel, National Security Agency

Glenn S. Gerstell, a Senior Adviser at the Center for Strategic & International Studies, served as the General Counsel of the National Security Agency and Central Security Service from 2015 to 2020. He has written and spoken widely about the intersections of technology and national security and privacy.

Prior to joining NSA, Mr. Gerstell practiced law for almost 40 years at the international law firm of Milbank, LLP, where he focused on the global telecommunications industry and served as the managing partner of the firm’s Washington, D.C., Singapore, and Hong Kong offices.

Mr. Gerstell served on the President’s National Infrastructure Advisory Council, which reports to the President and the Secretary of Homeland Security on security threats to the nation’s infrastructure, as well as on the District of Columbia Homeland Security Commission.

A graduate of New York University and Columbia University School of Law, Mr. Gerstell is an elected member of The American Academy of Diplomacy and a member of the Council on Foreign Relations. Earlier in his career, he was an Adjunct Law Professor at the Georgetown University School of Law and New York Law School. He is a recipient of the National Intelligence Distinguished Service Medal, the Secretary of Defense Medal for Exceptional Civilian Service and the NSA Distinguished Civilian Service Medal.

Kelly Bissell

CVP, Microsoft

Prior to this, Bissell led Accenture’s Global Security business and oversaw security services including strategic consulting, cyber defense, digital identity, response and remediation services, and managed security services. With more than 25 years of security industry experience, Bissell specializes in breach incident response, identity management, privacy and data protection, secure software development, and cyber risk management. His role at Accenture spanned strategic consulting, proactive risk management and digital identity to cyber defense, response and remediation services, and managed security services—across all industries.

Stu Solomon

President, Recorded Future

Stu Solomon is the President of Recorded Future, the world’s largest provider of intelligence. In this role, he is responsible for leading the intelligence research, analysis, sales and marketing, services, enterprise and product security, and client delivery functions for Recorded Future. Prior to his current role, Solomon led the product, R&D, and strategy functions for the same. Prior to joining Recorded Future, he served as the CTO for Optiv and held various leadership roles at iSIGHT Partners and Bank of America. He is an advisor and investor across the cybersecurity industry, and currently a senior officer in the Air National Guard, focused on cyber operations. Solomon holds a J.D. from Rutgers University School of Law and is a graduate of the U.S. Air Force Academy.

Lieutenant General Michael Groen (USMC, Ret.)

Former Director, Joint Artificial Intelligence Center

Lieutenant General Michael Groen (US Marine Corps, Ret.) served over 36 years in the U.S. military, culminating his career as the senior executive for AI in the Department. Groen also served in the National Security Agency overseeing Computer Network Operations, and as the Director of Joint Staff Intelligence, working closely with the Chairman and Senior Leaders across the Department. He is an experienced Marine commander and multi-tour combat veteran. Groen earned Masters Degrees in Electrical Engineering and Applied Physics from the Naval Postgraduate School

Dr. Jeff Alstott

Senior Information Scientist at the RAND Corporation

Jeff is the former Assistant Director for Technology Competition & Risks at the White House Office of Science and Technology Policy and former Director for Technology & National Security on the National Security Council staff.

Previously he was a program manager at IARPA, with a portfolio that included artificial intelligence, analytic methods, biosecurity and science and technology forecasting. He has worked for the Massachusetts Institute of Technology, Singapore University of Technology and Design, the World Bank and the University of Chicago. Jeff obtained his doctorate studying complex networks at the University of Cambridge, and his MBA and bachelor's degrees from Indiana University. His published research covers animal behavior, computational neuroscience, complex networks, design science, statistical methods and S&T forecasting.

Cynthia Kaiser

Deputy Assistant Director, FBI Cyber Division

Cynthia Kaiser is a Deputy Assistant Director with FBI Cyber Division, where she
oversees national-level cyber policy, analysis of cyber threats, and
partner engagement.

Cynthia has covered cyber, technology, and counterintelligence issues for
over 17 years for the FBI, served as a PDB Briefer in two presidential
administrations, and has led FBI cyber threat analysis and served as an
FBI election lead since 2017. In this role, she has reshaped FBI information
sharing and collaboration with the private sector and federal, state, and
local government officials to be robust, proactive, and aimed at imposing
risks and consequences on malicious cyber actors.

Cynthia holds a Master’s degree in security policy focused on science and
technology and an Executive Master’s degree in leadership.

Brian Scott

Deputy Assistant National Cyber Director for Cyber Policy and Programs

Brian responsible for coordinating policy and efforts related to the cybersecurity of private sector and public non-Federal critical infrastructure.

From December 2019 to January 2022 Brian served as Director for Critical Infrastructure Cybersecurity at the National Security Council (NSC) staff. Prior to joining the NSC, Brian was the Director for Policy at the Cybersecurity and Infrastructure Security Agency (CISA), and served in various other positions at the Department of Homeland Security’s National Operations Center and Office of Infrastructure Protection.

Brian joined DHS in November 2007 after a 28-year career in the U.S. Navy, which included operational tours flying from aircraft carriers during operations in Iraq, Bosnia, and Somalia. Brian served as an Air Wing Strike Lead during combat in Desert Storm, commanded Training Squadron TEN, and was the Air Boss on the aircraft carrier USS Harry S Truman during its maiden deployment and combat operations in 2000-2001. Brian’s last Navy assignment was assistant professor of National Security Studies and Transportation Industry Studies at the National Defense University’s Industrial College of the Armed Forces.

Brian is a graduate of Marquette University and the National Defense University’s Industrial College of the Armed Forces.
