RADM Mark Montgomery (Ret.)

Former Executive Director, U.S. Cyberspace Solarium Commission

Mark Montgomery formerly served as the Executive Director of the Cyberspace Solarium Commission. Before this position, he served as Policy Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain. In this position he coordinated policy efforts on national defense strategy, capabilities and requirements, defense policy and cyber issues. Mark served for 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5), at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2000. Mark graduated from the University of Pennsylvania with bachelor’s and master’s degrees in history. He subsequently earned a master’s degree in history from Oxford University, and completed the U.S. Navy’s nuclear power training program.

Candice Frost COL (R)

Adjunct professor, Georgetown University

Col Frost is responsible for providing and producing the intelligence required to support the Cyber Commander and staff, subordinate component commands, joint task forces, and the national intelligence community. As the commander she focuses on delivery of accurate, timely, and complete intelligence to U.S. Cyber Command. Her team provides intelligence for planning, execution, and assessment of its missions to direct, operate, and secure Department of Defense networks, systems, and data; deter or defeat strategic threats to U.S. interests and infrastructure; and support achievement of Joint Force Commander objectives.

Kelly Bissell

CVP, Microsoft

Prior to this, Bissell led Accenture’s Global Security business and oversaw security services including strategic consulting, cyber defense, digital identity, response and remediation services, and managed security services. With more than 25 years of security industry experience, Bissell specializes in breach incident response, identity management, privacy and data protection, secure software development, and cyber risk management. His role at Accenture spanned strategic consulting, proactive risk management and digital identity to cyber defense, response and remediation services, and managed security services—across all industries.

Cynthia Kaiser

Deputy Assistant Director, FBI Cyber Division

Cynthia Kaiser is a Deputy Assistant Director with FBI Cyber Division, where she
oversees national-level cyber policy, analysis of cyber threats, and
partner engagement.

Cynthia has covered cyber, technology, and counterintelligence issues for
over 17 years for the FBI, served as a PDB Briefer in two presidential
administrations, and has led FBI cyber threat analysis and served as an
FBI election lead since 2017. In this role, she has reshaped FBI information
sharing and collaboration with the private sector and federal, state, and
local government officials to be robust, proactive, and aimed at imposing
risks and consequences on malicious cyber actors.

Cynthia holds a Master’s degree in security policy focused on science and
technology and an Executive Master’s degree in leadership.

John Carlin

Cipher Brief Expert, Partner at Paul, Weiss, Rifkind, Wharton & Garrison LLP

Former Cipher Brief Expert John P. Carlin currently serves as the U.S. Acting Deputy Attorney General. He formerly chaired Morrison & Foerster’s Global Risk and Crisis Management practice, advising industry-leading organizations in sensitive cyber and other national security matters, white collar investigations, and government enforcement actions. He is author of Dawn of the Code War: America’s Battle Against Russia, China and the Rising Global Cyber Threat.

Mr. Carlin previously served as Assistant Attorney General for National Security, overseeing nearly 400 employees responsible for protecting the nation against terrorism, espionage, and cyber and other national security threats. During his tenure, the National Security Division (NSD): investigated the attack on Sony Entertainment’s computer systems; secured the first federal jury conviction on charges brought under the Economic Espionage Act of 1996; and led DOJ’s participation on the Committee on Foreign

Geoff Brown

VP of Global Intelligence Platforms, Recorded Future

Geoff Brown is the Vice President of Global Intelligence Platforms at Recorded Future. He is charged with driving forward a unified impact from the company’s premiere cyber threat intelligence platform for global governments and corporations, and with gathering together an intelligence council of practitioner advisors collectively interested in a safer digital world.

Prior to Recorded Future, Geoff Brown was Chief Information Security Officer for the City of New York between 2016 and 2022, a position focused on cybersecurity and aggregate information risk across all 100+ NYC departments and agencies. In July 2017, Mayor de Blasio established New York City Cyber Command, an agency led by Geoff, reporting to City Hall, and charged with consolidating and leading the City’s enterprise cybersecurity strategy, inclusive of building NYC Cyber Command itself, and through this new agency setting Citywide cybersecurity policies; directing response to cyber incidents; rationalizing the City’s cybersecurity spend and cyber defense technology footprint, and advising City Hall, agencies and departments on the City's overall cyber defense.

Leslie Ireland

Board Member, Citi Group / Former Asst. Secretary of the Treasury for Intelligence and Analysis

The Honorable Leslie Ireland joined Treasury in 2010, after serving 25 years at CIA where she specialized in Iran, the Middle East and WMD. From 2008-2010, Ireland served as daily intelligence briefer to President. As the first DNI Iran Mission Manager from 2005-2008, she served as the principal advisor to the DNI on Iran and was responsible for overseeing the intelligence process on Iran for the entire US government. Ireland sits on the Board of Directors at Citigroup, Inc. and The Stimson Center.

Lt. Gen. Stephen Fogarty (Ret.)

Senior Executive Advisor, Booz Allen

Before joining Booz Allen, Stephen was a US Army Lieutenant General, serving 38 years on active duty. During his career, he spearheaded Army and Joint cyber, intelligence, and communications operations in a series of top leadership positions, including as Commanding General of the U.S. Army Cyber Command, where he led a highly talented workforce of over 16,500 soldiers, Department of the Army civilians, and contractors collaborating with government, commercial, and international mission partners to conduct IT operations for 1.1 million soldiers and civilians at 188 bases, persistent defensive and offensive cyber operations, and information warfare operations around the world. Previously Steve commanded the U.S. Army Intelligence and Security Command, the US Army Cyber Center of Excellence, and was the Chief of Staff U.S. Cyber Command. He successfully trained and deployed Soldiers, Sailors, Airmen, Marines, Department of Defense civilians, contractors, and international mission partners conducting global cyber, communications, and intelligence missions.

Colin Ahern

Chief Cyber Officer, The State of New York

Colin Ahern was appointed by Governor Kathy Hochul in June 2022 as the state’s first Chief Cyber Officer. In this role, he has led the development of New York State’s first cybersecurity strategy and cross-agency efforts to protect New York State from cyber threats. Prior to joining state service, Colin served as First Deputy Director of New York City Cyber Command and Acting Chief Information Security Officer of New York City. Colin worked in cybersecurity in financial services before joining New York City government. Colin began his career in the Army, enlisting in the reserves after 9/11 and later served on active duty as an Army officer where he deployed twice to Afghanistan. He was promoted to multiple leadership roles and ended his Army career as a company commander in the Army Cyber Brigade, where he oversaw the creation of a specialized cyberspace operations organization. Colin has taught at the Columbia University School of International and Public Affairs and the George C. Marshall European Center for Security Studies and is a term member at the Council on Foreign Relations. Colin received a bachelor's degree from Tulane University and a Master of Business Administration from the New York University Stern School of Business.

Matt Olsen

Assistant Attorney General for National Security

Matt Olsen is the Assistant Attorney General for National Security. In that capacity, he leads the Department of Justice’s mission to combat terrorism, espionage, cyber crime, and other threats to the national security.

From 2011 to 2014, Olsen served as the Director of the National Counterterrorism Center. Prior to leading NCTC, Olsen was the General Counsel for the National Security Agency.

For 18 years, Olsen worked at the Department of Justice as a career attorney and in a number of leadership positions. He served as an Associate Deputy Attorney General for national security and was Special Counselor to the Attorney General. In 2006, Olsen helped establish the National Security Division and served as the first career Deputy Assistant Attorney General for National Security.
